The M911 Commercial, Heavy Equipment Transporter (C-HET) was based on the commercial off-the-shelf (COTS) Oshkosh F2365, modified for military requirements. The M911 was type classified in 1977. After an initial contract to Oshkosh for 747 vehicles, additional M911 C-HETs were acquired for a total of about 1200 vehicles.

The M911 C-HET full nomenclature was Truck, Tractor, Commercial, Heavy Equipment Transporter (C-HET), 85,000 GVWR, 8X6, M911 22-1/2 Ton Tractor, NSN 2320-01-025-3733. The M911 was procured as a replacement for the M123 and M746 tractors.
The M911 C-HET was mated with the 60-ton M747 Semi-Trailer for the purpose of highway transport of the M1 Main Battle Tank, the Bradley Fighting Vehicle, or other such heavy armored vehicles. The M911 is equipped with a pair of 45,000 pound Braden winches, mounted behind the cab, so the M911 is capable of retrieving and loading disabled heavy vehicles. A pneumatically powered tag axle is deployed for the heaviest loads or for operation on soft soils. The M911 C-HET was replaced by the M1070 HET, first fielded in June 1995.
